Quality of Health Care has emerged as an integral and major component of people’s right, though there has been considerable improvement in terms of infrastructure, skilled human resource and increased budgetary allocation; quality of services still remains an issue.
Quality Assurance (QA) is cyclical process which needs to be continuously monitored against defined standards and measurable elements. Regular assessment of health facilities by their own staff and state and ‘action planning ’for traversing the observed gaps is the only way in having a viable quality assurance programme in Public Health. Quality Standard refers to set of requirements, which are essential to ensure that the service delivered, leads to desired outcomes, as well as ensures users’ safety, comfort and satisfaction. The need for improving quality of care in health institutions and installing a patient centric environment has gained strength.
Along with the whole country, NRHM was launched in Tripura in the year 2005 with the goal “to improve the availability of and access to quality health care for people, especially for those residing in rural areas, the poor, women and children.” The Mission has led to considerable expansion of health services through rapid expansion of infrastructure, increased availability of skilled human resources and greater local level flexibility in operations, increased budgetary allocation and improved financial management. However, improvement in Quality of health services at every location has not been perceived, generally.
Perceptions of poor quality of health care may, dissuade patients from using the available services because health issues are among the most salient of human concerns. Ensuring quality of the services will result in improved patients/client level outcomes at facility level. The main focus of proposed Quality Assurance Program would be enhancing satisfaction level among users of the Government Health Facilities and reposing trust in the Public Health System. So in this respect Quality Assurance Programme has been implemented in Tripura from the year 2015-16.
